VA New Veterans Retraining Program for Unemployed Veterans 35-60

Unemployed veterans between the ages of 35 and 60 years old can now obtain 12 months of government training assistance, thanks to the Vow to Hire Heroes Act of 2011.

The Department of Labor and the Department of Veterans Affairs will begin accepting applications on May 15, 2012 for veterans interested in going back to school!

Veterans Retraining Assistance Program (VRAP)

The Department of Veterans Affairs (VA) and the Department of Labor (DoL) are working together to roll out this new program on July 1, 2012.

The VRAP offers 12 months of training assistance to Veterans who:

  • Are at least 35 but no more than 60 years old
  • Are unemployed
  • Received an other than dishonorable discharge
  • Are not be eligible for any other VA education benefit program (e.g.: the Post-9/11 GI Bill, Montgomery GI Bill, Vocational Rehabilitation and Employment Assistance)
  • Are not in receipt of VA compensation due to “unemployability”
  • Are not enrolled in a federal or state job training program

The program is limited to 45,000 participants during fiscal year 2012, and to 54,000 participants from October 1, 2012, through March 31, 2014. Participants will receive a monthly payment equal to the full-time payment rate under the Montgomery GI Bill–Active Duty program (currently $1,473 per month). DoL will offer employment assistance to every Veteran who participates or applies to the VRAP program.

Participants must be enrolled in a VA approved program of education offered by a community college or technical school. The program must lead to an Associate Degree, Non-College Degree, or a Certificate, and train the Veteran for a high demand occupation.

VRAP will provide training for programs of education that lead to a high demand occupation, as determined by the Department of Labor. Click here to see a listing of high demand occupations.

The Department of Labor and the Department of Veterans Affairs will begin accepting applications on May 15, 2012. To complete the application, you will need to know your direct deposit information (bank routing number and account number), the name and location of your school, the program you wish to pursue, and the applicable high demand occupation.

Understanding HOW the VOW to Hire Heroes Act “Works” for You

The Senate overwhelmingly passed the VOW to Hire Heroes Act (94-1) just before Veterans Day 2011.  But before this comprehensive veterans job bill moves forward, the House must vote on the “compromise language”  included in the VOW to Hire Heroes Act.

The House Veterans Affairs Committee has indicated the vote will happen once they return from their district work period.  Veterans organizations are hoping action is taken as soon as they return to Washington, ensuring the president can quickly sign it into law.

All veterans should learn HOW the VOW to Hire Heroes Act will provide valuable assistance above and beyond the increased opportunity for employment:

KEY PROVISIONS OF THE VOW TO HIRE HEROES ACT:

  • Expands education and training opportunities for older veterans by providing nearly 100,000 unemployed veterans of past eras and wars with up to 1-year of additional Montgomery GI benefits to go towards education or training programs at community colleges or technical schools for high-demand jobs.
  • Makes the Transition Assistance Program (TAP)—an interagency workshop coordinated by Departments of Defense, Labor, and Veterans Affairs—mandatory for most service members moving on to civilian life to help them secure jobs in the 21st Century.
  • Works with the states to create licensing and credentialing standards to break down the barriers to find meaningful employment in their military occupations.
  • Allows service members to begin the federal employment process prior to separation in order to facilitate a truly seamless transition from the military.
  • Provides a tax credit of up to $5,600 for hiring veterans who have been looking for a job for more than six months, as well as a $2,400 credit for veterans who are unemployed for more than 4 weeks, but less than 6 months. Also provides a tax credit of up to $9,600 for hiring veterans with service-connected disabilities who have been looking for a job for more than six months.

Currently there are 90 Members in the U.S. House of Representatives who are Veterans.

Hire Disability Solutions Virtual Job Fair For Veterans

HireDS, LLC – a certified disabled owned company promoting the inclusion of our Veterans and people with disabilities into mainstream employment – announced Monday that it is hosting a Virtual Job Fair as part of its “Be A Hero, Hire A Hero” Global Veterans Career Expo in New York City aboard the Intrepid Sea, Air & Space Museum.

The Virtual Job Fair will launch on November 7th and run for 30 days thereafter.  It is an ideal platform for employers who cannot be present aboard the Intrepid, but still want to recruit qualified Veterans and their families – including Wounded Warriors.

The unemployment rate among Veterans has remained disproportionately high, staggering around 13.4% – more than 4 percentage points higher than the national average – according to the latest figures released by the U.S. Department of Labor.  There are over 1 million military Veterans currently unemployed.

DOD Partnership to help Military Spouses Seeking Employment

The Defense Department is launching a new partnership next week that’s intended to expand job opportunities for military spouses by connecting them with employers actively seeking to hire them. The partnership is based on memoranda of agreement to hire military spouses. Microsoft, Home Depot, Starbucks and the Navy Federal Credit Union join about 60 other corporations and companies that have agreed to partner.

When the partnership is launched on June 29th at the Chamber of Commerce in D.C., Robert L. Gordon III (deputy assistant secretary of defense for military community and family policy) anticipates that at least 14 more companies will have joined the roster. Some 100 job fairs are scheduled, starting in Los Angeles on July 10th, with 200 companies ready to offer them jobs.

“The design of this program is to bring together those spouses who want to work with a web portal where companies that would like to employ our military spouses can find them,” he said.

Not-So-Famous Programs for Disabled Veterans & the new Warrior2Citizen Program

Although I’ve become familiar with a lot of Veterans Service Organizations and programs over the years, I read about 3 new programs today that I never knew existed.  All 3 perform fantastic services for Veterans with a 30% or higher “Service-Connected” disability rating, and 1 is a program of the future that is definitely worth watching.

According to Ed Mattson of Veterans Today, “The (Warrior2Citizen) program is in the State of Georgia and is being closely watched by Department of Defense, and the Veterans Administration, and others as the pilot program for the rest of the country to address the complete family of the transitioning soldier. The program is called Warrior2Citizen, and has been in the making for over a year to insure attention to detail, with support from Emory University, Veterans Innovative Center, VFW, Georgia National Guard, and many others. The initial grant funding has been generously donated by Callaway Gardens Resort which will act as the campus for program operations.
